Water Master Plan

Texas State Technical College (TSTC) of Waco is a two-year vocational and technical training institution situated on approximately 2,200 acres. The campus was originally constructed as the James Connally Air Force Base in the early 1940’s and was later renovated to house TSTC. The base was completed in 1942, and the original water and wastewater systems were designed and constructed at that time to provide continuous and adequate services for the full working military base. Currently, the TSTC campus serves a population of approximately 5,250 students. The change in use from an Air Force Base to a college campus has created areas where much of the system is oversized because the current demand is significantly reduced when compared to the original demand.

In 2014, TSTC engaged Walker Partners to perform the campus’ first Water Distribution System Master Plan. We began by gathering data to create a model of the existing distribution system. The model was calibrated with “real world” operations and water quality. By running the model and evaluating the distribution system, critical areas and deficiencies were identified. An important component of the work was water quality monitoring, which was a key step in determining the cause of water quality challenges.

The Water Master Plan prioritized projects and included estimated opinions of probable cost for each project. Walker Partners developed a phased plan for short and long-term improvements so TSTC could complete projects in a timeframe that fit their schedule and budget.
