Vickey is from Shreveport, Louisiana and moved to Texas after graduating from Louisiana State University-Shreveport with a Bachelor of Science degree in Accounting. Vickey joined Walker Partners as Chief Financial Officer one week after the doors opened in 2004 and is responsible for the company’s financial activities and directing human resources.

Nancy’s career in the engineering and surveying industry began in 1998 and she has been with Walker Partners since 2004. Throughout her time in the industry, she has filled the roles of Administrative Assistant, Assistant Project Manager, and Business Development Manager. As Chief Administrative Office, Nancy serves as the Executive Assistant to the President, oversees marketing, and manages the administrative staff in all four office locations.

Otto’s 40-plus year career encompasses hundreds of civil engineering projects throughout Central Texas. As Senior Vice President at Walker Partners, he leads diverse projects including wastewater treatment plants, pump stations, lift stations, ground storage tanks, elevated storage tanks and SCADA systems. He designs arterial thoroughfares, collector streets and roadways, trail systems, and hike and bike paths. For more than 15 years, Otto has acted as City Engineer for the City of Harker Heights. He developed water and wastewater master plans for the Cities of Harker Heights, Killeen, and Lampasas, and served as project manager for large diameter water and wastewater pipelines. Otto is passionate about municipal engineering and finds great satisfaction from seeing quality of life improvements that Walker Partners’ projects have upon communities.

Joe’s career began in the State’s Drinking Water Program at the Texas Department of Health. With over 30 years of experience, Joe brings a strong understanding of water and wastewater regulatory issues at the federal, state, and local levels. Having served on several State Advisory Committees, he is passionate about being a good steward for our water resources while striving to ensure that everyone has safe drinking water. Joe is Manager of Walker Partners’ Austin office where he has oversight of the personnel along with managing, planning and designing major local and regional water and wastewater treatment and infrastructure projects.

With more than 30 years of civil engineering experience, Alan joined the Walker Partners Team in 2018 as Manager of our Bryan/College Station office. While at Texas A&M, he discovered that providing transportation solutions was the area of his greatest passion where he felt he could best serve the citizens of Texas. Alan has spent much of his career working in transportation engineering in the Greater Houston and greater Brazos County areas. Most recently, Alan served Brazos County as the County Engineer. Successful projects requiring collaboration between citizens, the facility owner, design team, and construction team which serve to improve the quality of life in Texas communities provide Alan with great pride. He strives to bring diverse interest groups together into unified stakeholders with common visions and goals.

As one of the most highly regarded water resource professionals, John has more than 40 years of experience designing water and wastewater treatment and pumping facilities throughout North America. Specifically, he has provided project management, professional design, and client management for over 100 water and wastewater treatment facilities; large-scale public water supply well-fields; and hundreds of miles of water and wastewater pipelines.

An active member of the American Water Works Association (AWWA) and Water Environment Federation (WEF), John has served on Texas Commission on Environmental Quality (TCEQ) rules committees assisting in the formulation of design criteria for water and wastewater systems across the State. He authored the new TCEQ Chapter 217 rules on wastewater pumping systems enacted in August 2008.

Aaron’s extensive experience is in designing water supply, treatment and distribution systems. As a Client Manager in Austin, he oversees the municipal water/wastewater group. He manages multiple water treatment and raw water pump station design, expansion, capacity re-rate, and rehabilitation projects and leads large and complex project teams. Aaron has established a reputation of combining a high level of technical knowledge with attention to detail, while continuously focusing on client service. Since 2013, he has served as the Water Quality and Technology Division Chair for the Texas Section of the American Water Works Association.

As a Client Manager in Waco, Jacob is involved in master planning, conceptual design, project coordination, scheduling, cost estimating, preparation of engineering plans and specifications, regulatory agency approvals, public meetings, construction methodologies, bidding, construction administration, and subconsultant management. His projects include airport facilities, residential developments, institutional projects, sports facilities, and commercial facilities, as well as street, drainage, water, and wastewater improvement projects.
Jacob excels at managing teams of people, whether it is designers, surveyors, consultants, contractors, owner representatives, or regulatory agencies. He believes that relationships matter, and therefore, he works hard to maintain positive relationships with each party to facilitate expedient and successful solutions when challenges arise.

He has a keen, professional knowledge of Texas land development laws as well as easement and boundary laws. In his long and notable career, Kevin has built a reputation of accuracy and timeliness while building personal and professional relationships with the community leaders. He started on a field crew, advanced to survey technician, and is now a Registered Professional Land Surveyor. In 2018, Marty was named Survey Manager for our Bryan/College Station office. He is proficient in the latest surveying techniques and equipment, including Leica GPS and Leica Geo Office, as well as the latest AutoCad software for survey reduction. For more than 40 years, Lynn has performed land surveys throughout the state of Texas. His surveying career began in 1977 as a survey crewman and technician. Following, Lynn worked as a Party Chief, Senior Technician, and RPLS performing pipeline, oil/gas lease, and well placement surveys, along with preparing unit plats for filing with the Railroad Commission. Next, Lynn moved to Austin where was involved with many land development and municipal projects, working with clients while supervising survey crews and technicians.
