Jacob has 15 years of professional civil engineering experience. As a Client Manager, he is involved in master planning, conceptual design, project coordination, scheduling, cost estimating, preparation of engineering plans and specifications, regulatory agency approvals, public meetings, construction methodologies, bidding, construction administration, and subconsultant management.

During his 11 years with the Texas Department of Transportation, Jacob worked on a variety of projects ranging in cost from $100K to over $200M. He has extensive knowledge of roadway, drainage, and traffic control design, as well as specification and estimate preparation. From 2005 to 2012, Jacob was responsible for over $500M of the IH-35 construction projects. He has managed small local contractors and large nationwide contractors. His vast construction experience affords him a unique perspective during project design. As a part of the IH 35 construction projects, Jacob managed and coordinated Right-of-Way acquisition and numerous utility relocations. Because the majority of Jacob’s projects at TxDOT were FHWA funded, he has extensive experience in compliance with federal requirements, proper documentation procedures for design and construction, and financial audits.

At Walker Partners, Jacob is a Client Manager on projects involving civil engineering design and construction management for airport facilities, residential developments, institutional projects, sports facilities, and commercial facilities, as well as street, drainage, water, and wastewater improvement projects.

Jacob excels at managing teams of people, whether it is designers, surveyors, consultants, contractors, owner representatives, or regulatory agencies. Jacob believes that relationships matter, and therefore, he works hard to maintain positive relationships with each party to facilitate expedient and successful solutions when challenges arise.
